Disadvantaged Business Enterprise (DBE) refers to a for-profit small business that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged. The purpose of the DBE Program is to mitigate any adverse effects of discrimination in all RTA projects.
The Disadvantaged Business Enterprise Program (DBE) was established in accordance with 49 Code of Federal Regulation Part 26 and is a requirement of the U.S. Department of Transportation (DOT) as a condition of receiving federal dollars.
