To ensure the safety of our riders and the reliability of our service, RTA requires notification of any project, event, or construction that impacts our transit lines.



Streetcar Right-of-Way (ROW) Permit Application

Mandatory for work near RTA’s streetcar tracks.


If you’re planning any work or event that occurs or crosses within 15 feet of the centerline of an RTA streetcar track, you must submit a Streetcar Right-of-Way (ROW) Permit. This requirement helps us coordinate with you, manage safety risks, and ensure our streetcar service remains reliable and uninterrupted.

Acknowledgment: You will receive an email confirming receipt of your application within 2 business days.
Review Period: The review process typically takes approximately 5 business days once all required information has been submitted.
Cost Considerations: Based on the nature and scope of your work, you may be required to cover costs associated with any necessary service disruptions, detours, or operational impacts resulting from the project or event. These potential costs will be discussed during the review process.

  1. Complete the Online Application:  Fill out the online application and upload any additional documents required. Once submitted, the application and attachments will be sent directly to the RTA ROW Permit Coordinator for review. Click here and select “Streetcar” to access the RTA’s online application form.
  2. Contact Us for Guidance: If your project or event is complex, we strongly recommend speaking with us before submitting your permit. Reach out via email to ROWpermits@rtaforward.org. The RTA's ROW coordinator can walk you through the process, explain requirements, and help ensure your submission is complete.

Your completed application must include the following details. Your permit application may be returned if any required information is missing:

Date of submission: When you submit your application
Submitter information: Name, company/agency, and contact details (phone and email).
Project or event name: Include any relevant titles.
City permit number and reference code: If you’ve applied for a related city permit.
Schedule: Start and end dates, start and end times, and site clear time.
Employee-in-charge (EIC): Name and phone number of the person on site.
Location details: Include affected streetcar lines, stops, intersections, and whether the work impacts inbound, outbound, both, special, or yard/barn tracks.
Work limits: Describe the specific area of impact using identifiers such as OCS pole numbers or intersections.
Scope of work: Provide a detailed description of the work or event. A scope of work attachment is required for most contractor projects.
Equipment on tracks: List all equipment, vehicles, or temporary structures that will be used near the tracks.
